Sphere Launcher No Cooldown

The 1.0.3 patch introduced a 2 second cooldown/delay between firing with the sphere launchers. This makes them not very fun to use, so this mod puts it back the way it was. This also applies to the scatter launcher and other types of sphere launchers. Now
